bCentral	bCentral is the granddaddy of link exchange programs. We're not really sure when Microsoft took over, but we remember this when it used to be "linkexchange.com" (several years ago). Now, they have grown to include one of the largest link exchange programs available. Their banner advertising package is nice because it is based on the guaranteed number of click-throughs (starting at $50 for 100 visitors). They also have additional features such as sales leads and email marketing.
GoTop Link Exchange	GoTop offers membership to a link exchange community. After you join (currently at $19.95), you have access to make relationships with other businesses to changes banner ads. It would be a good idea to search their listings first to see if they have the types of businesses you need to generate good leads for your website.
LinkExchanged!	Free Link Exchange directory at LinkExchanged.com - Exchange links with multiple websites. LinkExchanged! offers a free service to get listed in their link exchange directory. Once added as a member, you have access to update your URL, exchange links, advertise on their website, or use their free link popularity tool. They also have a nice list of pay per click search engines in one convenient list.
Linkalizer	Link popularity - Linkalizer provides a link exchange program and other marketing stuff to increase traffic to your website. They offer both the free directory listing, as well as a paid subscription plan to the link exchange program.
Link Market	Link Market offers free membership into their link exchange directory where you can match with other members for link exchanges. They also have their link directory online so that you can browse through it to make sure it will meet your needs.
Link Exchange It	Free link exchange - Link exchange, link Popularity checker and search engine submission. This site has the free link popularity checker enabled for visitors - no need to sign up first. But if you get signed up, you can also enjoy their other services, like the link exchange program.
Web Ring	Web Ring is a fantastic concept and it has been around for years. It is a collection of webmasters who share links with other webmasters in a "ring" of links. The upside is that you could generate some traffic to your website from other members of the ring. The downside is that you are also providing links to your competitors. But overall, this is a great FREE exchange of links for a community of webmasters with common interests.
Link Partners	Link Partners is a free service provided by LinkManagers.com which promotes reciprical linking between businesses in the same trade.
Link Leads	Link Leads is another website offering free membership to their link directory. Once you negotiate a link exchange price with another directory member, you can pay them using PayPal.
Links-Pal	Links-Pal.com offers free membership if your page already has a page popularity over 5. Otherwise, you pay $2.99 to get your website added to their exchange directory.
123Link	123Link.com offers a link-for-link exchange ratio. Depending on how many times you display one of their links, you get some number of links displayed on another website. For example, with a 4:3 ratio, for every four banner ads that you display, you get 3 displayed on someone elses website.
Free-Banners	Free-Banners provides a program that allows members to join for free. It also works on a ratio program where you can display other members' banners and they will in turn display yours.
Link-Exchange.ws	The Link Exchange Directory - Your ultimate resource for link exchange! This website offers a free link exchange directory with categorized listings.
